Re-Elect
JUDGE LUCILLA "LUCY" NAJERA
Justice of the Peace - PRECINT No. 5

ABOUT
JUDGE NAJERA
"The best way to predict the future is to create it"
Judge Najera has lived in El Paso her entire life. She grew up in Central El Paso, attending Rusk Elementary, Bassett Middle School, and graduating from Austin High School. From an early age, she understood the importance of looking out for others. At just 12 years old, she and her brother were already helping care for the elders in their neighborhood, and she was even deputized as a Junior Deputy Sheriff to help keep watch over her community.
That early sense of service has stayed with her throughout her life and career. Judge Najera is guided by a simple but powerful belief: justice means being fair, listening carefully, and making decisions based on facts — not hearsay or emotion. Even when faced with difficult stories, she follows the law and carefully reviews the documents and evidence submitted to the court, ensuring that every person receives fair and equal treatment.
When people walk into her courtroom, Judge Najera wants them to feel that they will be heard. She reminds them that this is their court — the People’s Court. Respect for the process, respect for one another, and respect for the law are the foundation of her approach.
Beyond her responsibilities on the bench, Judge Najera is deeply involved in her community. She loves working with neighbors and helping connect them to the services they need. That might mean advocating for street improvements, sharing resources about home health care or home repairs, pointing families in the right direction for transferring a car title, or helping with driver’s license and CDL information. She also works closely with neighborhood associations, knowing that when people come together for the common good, real improvements happen across the precinct.

Built strong relationships with groups such as the District Attorney’s Office, El Paso Police Department, FBI, and local nonprofits to connect families with resources on bullying, mental health, drug prevention, and more.
Representing All Constituents
If Re-Elected, Judge Najera Will:
Keep Courts Fair and Accessible
Judge Najera believes JP courts belong to the people, not the lawyers. If re-elected, she will continue to ensure that every person who walks into her courtroom is treated with dignity and respect. Her focus will remain on fairness, listening to both sides, and making decisions rooted in facts and the law.
Reduce Backlogs and Speed Up Resolutions
Caseloads in her court have nearly doubled in recent years, but Judge Najera has kept the system moving efficiently. If re-elected, she will build on her proven record of reducing backlogs and ensuring timely resolutions. Families and neighbors deserve justice without unnecessary delays, and she will continue to deliver it.
Lead with Integrity and Community Values
As a lifelong El Pasoan, Judge Najera’s heart and soul are rooted in this community. If re-elected, she will remain a humble servant-leader guided by fairness, compassion, and unity. For her, being Justice of the Peace has never been about titles — it has always been about serving the people.
Strengthen Support for Youth and Families
Judge Najera knows that truancy cases aren’t just about punishment — they’re about helping students and families get back on track. If re-elected, she will expand partnerships with schools, nonprofits, and community leaders to provide real resources that address the root causes of truancy. Her goal is to keep kids in school, families supported, and futures brighter.
Advocate for Neighbors Beyond the Bench
Service doesn’t stop when the gavel falls. If re-elected, Judge Najera will continue helping residents connect with resources like home health care, title transfers, and neighborhood improvements. She believes a Justice of the Peace should not only serve in the courtroom, but also stand shoulder to shoulder with neighbors to improve the quality of life across the precinct.
